Shinohara Wakaba is Utena's friend and a person who has no idea of the mysteries of the duels, the Rose Bride, or the Ends of the Earth. She's sort of a grounding force, allowing Utena to live a semi-normal life outside of the duels.
As the movie begins, Wakaba instantly introduces herself to Utena and the two become fast friends. She takes Utena on a tour of the school, explaining everything she knows, like the layout of the campus, the history of the school, who some of the bigshots are, and so forth. She's friendly and very outgoing, a contrast to the much more introverted Utena.
Wakaba doesn't get much screentime, but the times you do see her are fairly important. The second major scene she has a role in takes place the day after Utena and Anthy dance on the dueling platform at night. The instructor tells the students to find a partner and draw them. Wakaba can be seen with another student with green hair - Wakaba's "Onion Prince" from the television series. When Utena looks around for her partner, she sees that Wakaba is walking off with that guy, but Anthy instead is waiting for her, leading up to the scene where Anthy reveals the truth behind the Rose Bride.
Wakaba also appears in the end of the movie. Although she's not nearly as close a friend to Utena as she was in the television series, she's still there to help Utena out when she needs it. When the Student Council rescue the Utena car from being crushed by the Parking car in the tunnel, they are riding on a green jeep. In block letters on the front is the name, "Wakaba." She turned into a car as well, but unlike Shiori she did it to save her friend.
There is no indication of Wakaba having a crush on Saionji. Of course, both of them have fairly little character development due to the time restrictions an hour and a half impose.
