Ohtori Akio, the acting director of the school, seems like a suave playboy but a kind brother. However, his secrets are quite dark regarding Anthy and the Rose Bride, as well as just who Dios actually is.
Akio is much younger in the movie, and he gives off an air of naivity that he doesn't have in the television series. He's still a playboy (sliding over the hoods of cars to open the door for his fiancee) but it's much more childish in its manner. He is also the older brother of Anthy, and the two seem to be close.
However, as the other main villain of the story, Akio's character has many dark twists to it. Akio is also Dios, or rather, was Dios, the Rose Prince. When the Rose Bride locked up the Rose Prince from the rest of the world, she lost her powers as a witch. Consequently, the Rose Prince (who was really the King of Flies - Beezelbub) also lost his powers. Akio is playing this game of duelists and Rose Bride in order to regain her powers back - and to regain his own.
As for the happy family, it's not so happy behind closed doors. The Shadow Girls' "scandalous video" and Anthy herself reveal a dark secret. Akio used to paint pictures of Anthy, many which were displayed in the observatory tower (and other places, like the opening sequence ^_^). One night she was feeling tired so he poured both of them a drink. However, in one of the drinks, he dropped a pill, which fizzled in the water.
The pill was a sleeping pill, which he gave to Anthy. She drank it and fell asleep. Later, Akio bent down over her, reaching out (likely to sleep with her) but suddenly pulled back when he realized she was awake the whole time. She told him that he was her prince and he could do as he liked, but he protested that he wasn't that sort of person. He then pulls apart the studio searching for a key. "A car without a key will rust because it can't go anywhere." He cannot find it, and when Anthy tries to calm him down, he stabs her with a palatte knife, killing her. He then commits suicide by jumping off the balconey.
Akio will do anything to get his powers back. The castle which appeared in the sky when he and Anthy died transforms into a car which tries to keep Anthy and Utena from escaping. When that doesn't work, he comes up himself, offering his hand to Anthy, offering to take her back to the previous world. Anthy defies him, telling him that she and Utena are escaping - to where doesn't matter as long as its by their own will. Undeterred, Akio starts closing the two treadmills that are crushing the Utena car. He tells Anthy that she can go back to that world and be dead while living.
However, Anthy and Utena's power overcome Akio, and they destroy him and the Castle car. He goes up in a flurry of red rose petals, and is not seen from again as the two heroines pass to the outside world.
